SEV initiated in response to reports of coastal flooding in Cork, Ireland, following heavy rainfall, combined with high Spring tides.

Flooding associated with the high tides was also reported in many coastal towns outside Cork, not associated with rivers, indicating that a general temporary increase in coastal sea levels was underway.
